our proposed approach

The County of Maui aims to balance access to our beautiful natural resources while continuing to improve our stewardship of our ‘aina.  The PARK MAUI program will require non-residents to pay for parking at all beach parks.  Maui County residents will continue to enjoy access to our parks without fees.

what we're doing

The shared parking lot for Ulua and Mokapu Beaches in Wailea is optimal for a streamlined PARK MAUI implementation process. Both beaches are primarily utilized by non-residents which will allow the County to evaluate strategies for this user group through PARK MAUI, while trying to balance the management to make sure residents feel welcome at this park.

Where are you in the pilot phase

Summer 2022 – Procurement for Parking Operator. 

Fall 2022 – Procurement for parking equipment and mobile parking vendor. Maui County Code changes to enable paid parking and establishment of rates and fees.

Winter 2022/23 – Installation of parking equipment and testing. Pilot goes live!

"Kihei and Wailea is where I go. there needs to be a limit of divers and snorkelers, tourists need to be limited, police and DLNR need to enforce more. tourists are always going up to turtles and get in the way of locals trying to fish. they use sunscreen that is damaging reefs still. I see people using soap and shampoo at Charley Park by Kamaole beach park, too many surf schools at the bay in Kihei and reef are affected. no parking for locals is an issue at the beach parks. water pressure should be limited at Charley park. enforce no plastic and no cigarette smoking on beaches. DLNR should give out tickets to smokers and those harassing turtles."

:Too many commercial vehicles at Ulua and Makena Landing. Lighting too dim at some lots. Kam 1 lot next to ABC needs to be paved and not used for storing construction materials."

"I find that I am limited to certain beaches by parking availability. I cannot walk long distances. I go to Keawekapu almost daily but have not been to Ulua or Wailea Beach in years because there is no parking. I am a 17 year resident of Kihei."

"Ulua should not allow dive companies, Keawakapu has too much parking allocated to Days Inn that is often vacant while locals have no parking."

"More space at Ulua and Makena."

"Would love free Bicycle parking at Ulua beach, especially if paid parking out into place."

"Ulua -- hopefully there will be a graduated scale for parking. Most people are there for only a few hours if diving, snorkeling or walking. If only option is a day pass, then the tendency will be to stay all day, thus making few places available."
