our proposed approach

Wailuku Town was previously evaluated as part of the 2018 Parking Action Plan. It was determined that this location faces parking management challenges that could be alleviated by the PARK MAUI program. The PARK MAUI program will require non-residents to pay for parking in all small towns. The program will offer employee parking passes and two-hours of free residential off-street parking.

Off-street parking:
Park FREE for 2 hours in the Wailuku Garage or the ‘Iao Theater lot, with an hourly rate of $1.00 after that.

On-street parking:
Park FREE, 2 hours time limit (enforced by parking operator and MPD, no pay station equipment on streets).

Employee permits offered in the Wailuku Garage, 'Iao Theater Parking, Wells Street and on a few side streets near the County Building at $30 per month or $10 per month for low-income or motorcycle/moped parking.

what we're doing
About the Wailuku Garage

The Wailuku Garage is currently under construction and will be the County’s first multi-level parking facility. The upper levels of the garage will be allocated for permit parking to ensure that the convenient lower levels are prioritized for customers. The County will offer affordable employee parking permits to employees of businesses and government offices located within Wailuku. 

The rate in the garage will be lower than the surrounding on-street locations so it will be a desirable location to park throughout the day. It is important to encourage long-term parking off-street and prioritize the most convenient on-street parking for quicker visits like banking or picking up a coffee. By directing drivers who plan to stay in town for more than an hour or to, to the garage, this will minimize congestion from drivers searching for parking on-street. 

When the new Wailuku Garage opens late summer 2023, it will offer:

  • A total of 393 parking stalls
  • 226 parking stalls for permit holders
  • 167 parking stalls subject to hourly paid parking rates (with 2 hours free for Maui residents)
  • 10 ADA parking stalls
  • Electric Vehicle chargers on floors 2 and 4
  • Community event space on the ground floor

Where are you in the pilot phase

Summer 2022 – Procurement for Parking Operator. 

Fall 2022 – Procurement for parking equipment and mobile parking vendor. Maui County Code changes to enable paid parking and establishment of rates and fees.

Winter 2023 – Installation of parking equipment and testing. Wailuku pilot phase goes live!

"Kihei and Wailea is where I go. there needs to be a limit of divers and snorkelers, tourists need to be limited, police and DLNR need to enforce more. tourists are always going up to turtles and get in the way of locals trying to fish. they use sunscreen that is damaging reefs still. I see people using soap and shampoo at Charley Park by Kamaole beach park, too many surf schools at the bay in Kihei and reef are affected. no parking for locals is an issue at the beach parks. water pressure should be limited at Charley park. enforce no plastic and no cigarette smoking on beaches. DLNR should give out tickets to smokers and those harassing turtles."

:Too many commercial vehicles at Ulua and Makena Landing. Lighting too dim at some lots. Kam 1 lot next to ABC needs to be paved and not used for storing construction materials."

"I find that I am limited to certain beaches by parking availability. I cannot walk long distances. I go to Keawekapu almost daily but have not been to Ulua or Wailea Beach in years because there is no parking. I am a 17 year resident of Kihei."

"Ulua should not allow dive companies, Keawakapu has too much parking allocated to Days Inn that is often vacant while locals have no parking."
